All but 5 percent of the employees in Qatar's government and semi-government sectors not subject to the Labour Law will not require an exit permit to leave the country from March 19, 2020, onwards, a senior government official said on Saturday.
In September 2018, Qatar had amended its residency law to allow migrant workers covered by the Labour Code to leave the country without an exit permit. 
The new decision will impact those working at the ministries and other government agencies, public bodies and institutions, oil and gas sector and its subsidiaries, marine vessels in the waters of Qatar and agriculture and irrigation sector, General Directorate of Passports' Support Services for Recruitment Director Major Abdullah Khalifa al Muhannadi. 
The 5 percent of employees excluded from the decision will be determined by their respective employers. Human Resource departments of companies impacted by the decision have been tasked to inform those who have been excluded from it.
The excluded 5 percent must submit an application to the employer to obtain the exit permit, he added. 
Muhannadi said, “These measures have been activated via Matrash 2 and the website of the Ministry of Interior since March 5.”
