The Wage Protection System (WPS) has contributed greatly to protecting the rights of workers by reducing employment-related problems such as delay in salary payment, a top official of the Labour Inspection Department has said.
"The WPS has made it easier for the inspection department officials to monitor companies and enable workers to receive their salaries on time," Mohamed Ali al Meer, Director of the Labor Inspection Department at the Ministry of Administrative Development, Labor and Social Affairs, told Qatar TV.
"A worker is free to move to another company if he does not enjoy all his rights such as receiving salary on time from the employer," he said.
"If the employer fails to fulfil the rights of its employees such as paying salaries on time, he will be informed about the offence through a text message. There may be certain circumstances that make the employer delay salaries. During the first week of delay, we give the employer an opportunity to pay the salaries," he said, adding that"some employers do not transfer salaries for a variety of reasons such as illness, travel or some other reasons. However, this does not exempt them from being held accountable leading to registration of an offence against them and suspension of their procedures for them at the labour department such as hiring employees, getting licences etc until they comply with WPS regulations."
Meer further said,"The employers must keep certain amounts in their bank accounts for payment of salaries on time in emergency situations."
"The WPS has great advantages as it enables the inspectors to supervise companies directly on a monthly basis. We are able to monitor the companies and the date of the salaries transferred to workers bank account electronically," Meer noted.
He said new companies subject to the labour law must be covered by the WPS and start dealing with banks after adding all workers to their system.
Meer said the companies also benefited from the Wage Protection System as all their procedure are documented once they come under the purview of the WPS.
"We are trying to ascertain the views of the employers to know their requirements and their future needs, and there is continuous contact with Qatar Chamber of Commerce and Industry and the Ministry of Interior in this regard," he added.
The WPS is an integrated electronic system launched by the MADLSA in cooperation with the Qatar Central Bank to manage and document the payment of workers' salaries. This is indicative of Qatar's keenness to protect the rights of workers as well as employers.
Qatar has achieved remarkable achievements in the promotion of the rights of migrant workers.
