THE Administrative Control and Transparency Authority (ACTA) has introduced a link on its website and its social networking sites to allow members of the public to submit complaints about corruption allegations, according to a post on the Authority's twitter account.
The Authority urged anyone who wants to report a corruption crime to visit its building in Barzan Tower.
According to the post, the Authority is competent to examine and verify complaints in respect of acts involving corruption and dishonesty in the entities under its control when the complaint requires several conditions, including that the subject matter of the complaint is within the competence of the body and that the complaint contains specific facts that enable the body to verify the contents.
The Authority can also verify the complaints if the subject of complaints is not before the judiciary or the Public Prosecution or a judicial ruling and that the subject of the complaint is not related to the acts provided for in Article 3 of the Code of Criminal Procedure, which requires a complaint from the victim relating to crimes against him which are criminalised under the Penal Code and not offences of corruption.
In a press statement recently, ACTA Chairman of the Board Hamad bin Nasser al Missned said the Authority is currently investigating complaints concerning corruption crimes, functional exploitation and damage to public funds in ministries without naming them.
He said there is a case involving exploitation of jobs.
He said the Authority has not referred any case to the Public Prosecutor's Office yet as complaints are currently under investigation.
The entities subject to the supervision of the Authority include ministries and government agencies, entities and companies affiliated to any of them, public bodies and institutions, associations, private institutions and other entities that carry out works of public utility.
Missned said there is a host of tools used by the Authority to control ministries, and handle complaints, inquiries and investigations, adding that the Authority also works to develop national framework for integrity and transparency, which is a tool that monitors and measures the performance of institutions and government bodies.
He said, to verify the identity of the complainant, the complainant's personal data are requested for the internal use of the Authority, pointing out that the data are treated in strict confidence for the purpose of examining and verifying the complaint.
