The three training courses organised by the Legal and Judicial Studies Center at the Ministry of Justice (MoJ) for a number of legal professionals from various ministries and government agencies concluded on Thursday.

Held from August 25 to 29, the courses covered skills of preparing and drafting administrative contracts, Judicial jurisdiction in the field of taxes, and provisions of real estate brokerage and the obligations of the brokers in combating money laundering and terrorism financing.

The course titled ‘Skills in Preparing and Drafting Administrative Contracts’ aimed to introduce participants and enhance their skills and abilities in one of the most important topics of administrative law, which is administrative contracts and the provisions and principles that regulate them. It also aimed to introduce the importance of the stage of preparing and drafting the administrative contract and the rules and methods of drafting it.

Participants learned about the role of the administration in monitoring implementation and the powers and privileges granted to it to make the required amendment according to its interest and that of the specified public facility.

To deepen the understanding of the topics, the course curriculum included four topics that were identified by referring to the Administrative Disputes Settlement Law, the Tenders and Auctions Regulation Law and its amendments and its executive regulations regarding the settlement of administrative disputes, and Cabinet Resolution No 33 of 2017 forming a committee to resolve administrative disputes arising from the application of the provisions of the Tenders and Auctions Regulation Law and its executive regulations.

The course ‘Judicial Jurisdiction in Field of Taxes’ aimed to develop the legal and practical skills of the participants in judicial warrants granted to some employees of the General Tax Authority and to familiarise them with the tasks of the judicial officer with jurisdiction in that field, by explaining the nature of judicial jurisdiction, distinguishing between the judicial and general jurisdiction, and the judicial officer with special jurisdiction.

The course also covered the provisions of the Income Tax Law, the provisions of the Selective Tax Law and the tasks of the judicial officer with special jurisdiction in the field of taxes.

The implementation of the provisions of real estate brokerage and the broker’s obligations in combating money laundering and terrorism financing comes within the framework of the Ministry of Justice’s efforts to reorganise the real estate brokerage profession and activate regulatory procedures to serve the national economy and the compliance of real estate brokerage dealers with the procedures for combating money laundering and terrorist financing.

The course programme aimed to develop the legal and practical skills of those qualified to deal in real estate brokerage and to be aware of the legal provisions regulating it in Qatari law, and to be familiar with real estate brokerage contracts and the obligations of the real estate broker and the requirements for combating money laundering and terrorism financing.

Director of the Legal and Judicial Studies Center at the Ministry of Justice Dr Saleh Ali Al Fadala stressed the importance of these specialised training courses to develop the legal skills of researchers and legal specialists, develop the legal and practical skills of participants and maximise the benefit for the advantage of ministries and government institutions that designed these courses to meet their training needs.

He noted that the judicial control course was designed specifically for employees of the General Tax Authority within the framework of legal cooperation and partnership in training and qualification between the Legal and Judicial Studies Center at the Ministry of Justice and various government bodies and institutions.

He added that the Legal and Judicial Studies Center at the Ministry of Justice, under the direction of Minister of Justice and Minister of State for Cabinet Affairs HE Ibrahim bin Ali Al Mohannadi, aims to meet the training needs of the state in accordance with the Third National Development Strategy and in line with Qatar National Vision 2030 in its pillar related to human development, and working to develop legal professions.
