The speech of His Highness the Amir of the State of Qatar Sheikh Tamim bin Hamad Al Thani during the opening of the 53rd annual session of the Shura Council was comprehensive and forward-looking, Qatar Chamber (QC) Chairman Sheikh Khalifa bin Jassim Al Thani has said.

In his remarks, Sheikh Khalifa emphasised the significance of the speech, noting that it addressed key issues concerning Qatar’s economic development and its broader domestic and international policies. He particularly highlighted HH the Amir’s focus on reinforcing the state’s commitment to economic progress and diversification.

"Central to HH the Amir’s address was the emphasis on the national economy, which has remained a top priority in Qatar’s strategic vision. HH the Amir reiterated the government’s dedication to advancing Qatar’s economy through the Third National Development Strategy, which is designed to support various economic sectors, including commerce, industry, tourism, and research, as well as digital transformation and information technology,” Sheikh Khalifa said.

Additionally, he said, "The strategy aims to enhance Qatar’s financial and administrative systems while promoting human development, all of which are critical components in achieving economic diversification and sustainability.”

Sheikh Khalifa noted that despite the anticipated slowdown following the completion of World Cup infrastructure projects, Qatar’s economy has demonstrated resilience and continued growth. He pointed to recent data showing that the GDP at constant prices grew by 1.2 percent, with the hydrocarbon sector increasing by 1.4 percent and the non-hydrocarbon sector growing by 1.1 percent.

This growth highlights the essential role played by the private sector, which has been integral to Qatar’s broader economic development. Sheikh Khalifa affirmed that the QC remains committed to supporting business sectors in Qatar and addressing any challenges they may face, ensuring that the private sector can continue to thrive and contribute to the national economy.

One of the key areas of focus in HH the Amir’s speech was the ongoing efforts to enhance local production and the opportunities available to the private sector. Sheikh Khalifa emphasised that the implementation of the in-country value (ICV) programme in government procurement, which began in August 2022, is a major step in promoting local industry.

The programme aims for a growth rate of no less than 10 percent annually in in-country value, with a focus on localisation across various economic sectors. As part of this initiative, the government has introduced measures such as mandatory procurement lists and long-term contracts to encourage local businesses while maintaining high standards of product quality and competitiveness in comparison to imported goods.

Sheikh Khalifa also highlighted the role of the Qatar Development Bank (QDB) in supporting the private sector, particularly in sectors such as agriculture, through partnerships in private agricultural projects. This support is critical for the development of a sustainable and diversified economy, in line with the goals outlined in the National Development Strategy.

In addition to the focus on economic issues, HH the Amir’s speech underscored the importance of national unity and equal citizenship, with a focus on rights and duties. Sheikh Khalifa praised HH the Amir’s commitment to constitutional and legislative reforms, including a return to the system for appointing members of the Shura Council. These reforms, which aim to promote justice and equality, will be put to a popular referendum, reflecting HH the Amir’s confidence in the loyalty and trust of the Qatari people.

In conclusion, Sheikh Khalifa reaffirmed QC’s dedication to supporting the private sector and contributing to the broader economic development of Qatar, in line with the vision outlined by HH the Amir in his inspiring speech.
