DOHA: Deputy Prime Minister and Minister of State for Defense Affairs HE Dr Khalid bin Mohammed Al Attiyah chaired the regular meeting of the Cabinet held at its headquarters in the Amiri Diwan.

Following the meeting, Minister of Justice and Minister of State for Cabinet Affairs HE Ibrahim bin Ali Al Mohannadi, stated the following:

At the beginning of the meeting, the Cabinet praised the speech of His Highness the Amir Sheikh Tamim bin Hamad Al Thani, may God protect him, yesterday at the opening of the fourth regular session of the first legislative term, corresponding to the fifty-third annual session of the Shura Council, and the important contents it included that formed a roadmap for the future, outlined the features of the next stage, and determined the priorities and requirements of national development in line with the objectives of the Third National Development Strategy.

It stressed the need to focus on developing human competencies and expertise in all fields, evaluating workers according to the standards of professionalism, efficiency and quality of outputs, enhancing work ethics and developing keenness on public affairs.

The Cabinet expressed its pride in the decision of His Highness the Amir of the country, may God protect him, to adopt the results of the study prepared by the Council of Ministers regarding the constitutional and legislative amendments that need to be made, with the aim of strengthening national unity, the values ​​of equal citizenship, social responsibility, consolidating justice, achieving equality in rights and duties among citizens, and protecting public freedoms under the principle of the rule of law, pointing out the importance of cooperation between the legislative and executive authorities as stipulated in the constitution to achieve the supreme interest of the country under the wise leadership.

The Cabinet commended His Highness the Amir’s emphasis on supporting joint Gulf action and the efforts of the State of Qatar in this regard under its current presidency of the Gulf Cooperation Council, and its keenness to base its foreign policy on fundamental constants and stable principles that achieve national goals and interests and reflect Islamic, Arab and Gulf affiliation, and fulfill international obligations and effective partnership with the international community in facing global challenges in a way that achieves the good of all humanity. And His Highness’s renewal of the State of Qatar’s firm positions towards the Palestinian cause and its intensive efforts to reach an agreement that ends this war, stops the bloodshed of our brothers in Palestine, ensures the delivery of aid to them, and leads to the release of prisoners and detainees, as a prelude to a political path towards a just solution, as well as the renewal of the State of Qatar’s condemnation of the air strikes and military operations launched by the Israeli occupation forces against the sisterly Lebanese Republic.

The Council of Ministers considered the directives contained in the royal speech as a working method for the government during the coming period and directed to immediately begin implementing them and working according to their guidance.

The Council approved a draft law approving the state’s general budget for the fiscal year 2025, and decided to refer it to the Shura Council.

The Council also approved - in principle - a draft law on attracting non-Qatari investment and its participation in economic activity. The draft law was prepared with the aim of attracting and stimulating investment in economic activity in the country, and facilitating and simplifying procedures for non-Qatari investment in line with the Third National Development Strategy.

The draft resolution of the Minister of Municipality was also approved to determine the places where parking of some vehicles is prohibited inside or outside parking lots within the geographical boundaries of all municipalities. The project was prepared with the aim of preventing visual distortion and environmental pollution resulting from the parking of trucks and vehicles inside cities and residential neighborhoods, preventing the random parking of trucks in squares and vacant lands, improving the quality of life in cities and residential neighborhoods, and reducing congestion on main roads, provided that appropriate alternatives are provided, in coordination with the relevant authorities.

The Cabinet also reviewed the study prepared by the Permanent Population Committee on people with autism and the recommendations it included, and took the appropriate decision regarding it.

The Council of Ministers concluded its meeting by approving the accession of the Qatar National Archives to some international organizations and centers, a draft letter of intent between the Ministry of Interior of the State of Qatar and the Ministry of Interior of the Federal Republic of Germany regarding security cooperation in the field of training and exchange of expertise, and the draft executive programs of the memorandum of understanding between the Ministry of Sports and Youth in the State of Qatar and the Ministry of Culture, Sports and Youth in the Sultanate of Oman in the fields of sports and youth for the years (2025 - 2027), in addition to approving the draft executive program in the field of youth between the Government of the State of Qatar and the Government of the Republic of the Philippines for the years (2024 - 2025).
