Minister of Social Development and Family and Chairperson of the board of directors of the Regulatory Authority for Charitable Activities (RACA) HE Buthaina bint Ali Al Jabr Al Nuaimi on Sunday inaugurated the strategy for the charitable and humanitarian sector in the State of Qatar 2025-2030, and the domestic aids portal “SANADY”.
The inauguration ceremony was attended by a host of ministers, alongside heads and representatives of national institutions and actors in the fields of charitable, humanitarian, and development action in the State of Qatar.
The strategic vision is molded by a holistic framework to foster the charitable work domestically and internationally, with an emphasis on transparency and sustainability in providing humanitarian services, with SANADY being an outstanding step toward enhancing coordination among donors and beneficiaries in pursuit of managing domestic aid.
The portal underscores the RACA’s commitment to fostering transparency and competency in providing essential services in a manner that supports national objectives in the social and development fields and enhances the population’s life quality in Qatar.
Addressing the inauguration ceremony, Al Nuaimi underscored the importance of these achievements in realizing the social development in alignment with the Qatar National Vision 2030. Al Nuaimi highlighted that the event comes at a time when RACA and partners of success are determined to cope with this vision and the third national development strategy, emphasizing that they are all committed to fostering the role of this vision in building an advanced and prosperous community.
The declaration of these achievements confirms the efforts of the people of Qatar and epitomizes the leading role Qatar performs in the run-up to the advancement of charitable work domestically, regionally and globally, she highlighted.
Al Nuaimi pointed out that these milestones are represented in unveiling these two major projects to coordinate charitable aid at home, a step that reflects the vision of achieving sustainable development and social justice.
The strategy for the charitable and humanitarian sector is a roadmap that helps invest in local energies and foster partnerships to achieve a profound and enduring impact at the domestic and international levels, with SANADY portal embodying the notion of justice in providing humanitarian aid and ensuring its delivery to those in need, outlined Al Nuaimi.
She highlighted that the portal is not merely a mechanism to coordinate humanitarian aid, but rather an integrated system to figure out needs, streamline the procedures and ensure governance, transparency and integration of efforts among all relevant entities at home.
She emphasized that these achievements would not have been realized without the efforts of RACA’s work teams with all partners who offered support and guidance to make this achievement, expressing her gratitude to all of them for their invaluable contributions, particularly HE Minister of State for International Cooperation, Maryam bint Ali bin Nasser Al Misnad, for her superb efforts during her tenure at MSDF and RACA board of directors, which evidently culminated in reaching these milestones that are being honored today.
In her closing remarks, Al Nuaimi called for more giving and joint dedication to building a brighter future for all, affirming that she is pretty confident in the continuation of this journey in the run-up to achieve the noble objectives of serving humanity and bolstering the State of Qatar’s standing in charitable, humanitarian and development entrepreneurship.
Director General of RACA, Ibrahim Abdullah Al Dahimi, stated that the strategy for the charitable and humanitarian sector in the State of Qatar 2025-2030, largely focuses on reinvigorating coordination among the sector’s components, advancing institutional capabilities, knowledge, regulatory and human capital, in addition to enhancing learning, consistent growth and development in the sector.
He highlighted that the methodology of preparing this strategy was predicated upon profound principles, foremost of which is the participatory principle with various stakeholders by accentuating the essential presence of global expertise to ensure the strategy’s equilibrium between national and international dimensions, especially with respect to the SDGs 2030.
The executive regulations of the Social Insurance Law aim to enhance transparency and efficiency. SANADY portal is a paradigm shift in managing charitable and humanitarian aid in Qatar, as long as it offers an integrated online system that registers the applications and follows up on them easily. It helps foster coordination between public entities and non-profit organizations, in addition to supporting information exchange effectively through central database, thereby identifying the beneficiaries’ real needs and preventing the recurrence of aid, noted Al Dahimi.
Al Dahimi indicated that the portal gives foremost priority to data privacy, thus fostering confidence and credibility in providing support for all those in need.
For his part, head of the leadership team for the charitable and humanitarian sector strategy, Assistant CEO for the Governance and Institutional Development Sector at Qatar Charity (QC), Mohammed Al Ghamdi, stated that this a seminal moment in the history of Qatari philanthropy, underscoring that, for the first time, and under the aegis of RACA, the collaborative efforts of Qatari charitable organizations and academic institutions have been harnessed to craft a strategic framework for this sector.
Throughout the past two years, RACA has been working in collaboration with relevant entities from public and private sectors to craft a charitable strategy in the State of Qatar and the first-of-its-kind in the region to be further added to the excellence record of Qatar, in terms of charitable and humanitarian work at home and abroad, Al Dahimi highlighted.
He called for coming up with a unified vision that marks the inception of a new phase in its promising trajectory, highlighting the sector’s pivotal role in advancing global solidarity, establishing coexistence, and fortifying peace, while positioning it as a key contributor to development, humanitarian endeavors, and international influence.
Al Dahimi underlined that the State of Qatar’s experience in enabling the charitable work, and its organizations is unique in the region, affirming that Qatar possesses significant competitive capabilities that ensure the existence of charitable sector that contributes to achieving the promising national development and fostering the global stature of Qatar as an active nation in the system of international solidarity.
He added that the profound civilizational legacy of the people of Qatar, in terms of the culture of giving and helping the others principally boosts the country’s political will and bolsters the crucial role of this charitable work.
Chairperson of SANADY’s Executive Task Force and Director of Licensing and Support Department at RACA, Rashid Mohammed Al Nuaimi, highlighted that the portal is the fruit of tireless work of a unified task force representing all charitable and humanitarian sector in the State of Qatar, emphasizing that it is the initiative that will help all beneficiaries in Qatar.
This portal, he said, largely focuses on expediting the delivery of aid to those in need through a meticulous system in collaboration with partners at all public and private entities, as well as charitable societies and institutions.
The SANADY’s objectives entail the facilitation of coordination among aid providers, accelerate the processing of submitted requests, build national database for aid beneficiaries, expand their segments, build lists for them in the future and reduce the recurrence of internal assistance requests from the same beneficiaries, he highlighted.
The strategy inaugurated today by QCRA is the first-of-its-kind in the region that pertains to the charitable and humanitarian work, representing as a model project that facilitates work and generates nearly 60 initiatives that are poised to be rolled out in the five years ahead, highlighted Rashid Al Nuaimi.
He stated that SANADY portal is largest initiative to coordinate humanitarian aid for beneficiaries simultaneously in collaboration with charitable and public entities, he said, adding that the portal enables the users to inquire about beneficiaries at all public entities that entered into agreements with RACA.
Al Nuaimi highlighted that there are other entities that will sign agreements with RACA during the coming period, thereby lifting far more burden from charitable societies and reducing disbursement of assistance to the beneficiary more than once.
