Qatar’s construction sector is well-positioned for growth as the country’s economy is solid and there are numerous large-scale infrastructure projects underway in preparation for the FIFA 2022 World Cup and to achieve the goals of the 2030 Qatar National Vision, China Railway 18th Bureau Group General Manager Hualin Jiang
has said.
“Despite potential headwinds stemming from the COVID-19 crisis, the outlook for Qatar’s construction market remains bright and one of the best in the GCC region with investor-friendly policies,” Jiang told Qatar Tribune.
“Qatar has developed a very good system for local and international construction companies to operate smoothly in the country. The country’s labour law, tender law, and commercial law are very investor-friendly,” Jiang said.
China Railway 18th Bureau Group, which provides general contracting and trading services, has achieved major success in Qatar with the completion of some of the iconic projects within eight years of its operation in the country.
“China Railway 18th Bureau Group Qatar Company was incorporated in Qatar on May 14, 2012. Since the inception of the company in Qatar, China Railway has undertaken eight vital engineering projects in Qatar,” Jiang said.
“We have completed the iconic Les Maisons Blanches Compound project and CP4 underpass project in Lusail,the Vehicle Inspection project in Abu Samra and structure work for Oasis Hotel Project, a supporting project for FIFA 2022 Football World Cup, are also complete as per schedule,”
he said.

“We won the Phase-1 project contract for the decoration of Qatar Oasis Hotel on the basis of our good work on the project earlier,” he said.
“Gewan Island project awarded to us by UDC is one of the most prestigious projects that we are working on currently,” Jiang said.
As part of the building and landscape package contract, China Railway 18th Bureau has undertaken works on Gewan Island’s common basement structure, including services and finishes to all 15 buildings and 20 villas being developed
by UDC.
Despite the COVID-19 crisis, he said, China Railway 18th Bureau Group has won three prestigious contracts in 2020 alone including Enabling Works Package of Lusail Residential Tower project for The Commercial Bank PSQC.

“Thanks to the timely intervention of Qatar’s government to check the spread of COVID-19 in Qatar, we did not stop work even for a single day on our projects in the country. There was no disruption in supply of construction material despite the pandemic,” Duan said.
Being a Chinese company, he said, China Railway has the privilege of importing construction materials from different sources in China to Qatar directly.
Basic construction materials like concrete, cement, sand, gypsum and others are sufficiently available in Qatar, Duan said, adding that rest of the materials for fit-outs are easily available from markets like India, Turkey and China.
“Development of Hamad Port, Hamad International Airport, Qatar Free Zone, warehousing parks and other facilities have made it easier for construction companies to source and store materials in bulk,” he said.
Looking forward to 2021, Jiang said, China Railway will continue to join the tender of prestigious Qatari entities like Ashghal, Kahramaa, UDC and private firms to build a beautiful Qatar.
“We are looking to add contracts worth QR500 million every year to our portfolio. In the next five years our aim is to add QR2.5 billion to our annual
turnover,” he said.
While a number of projects are on the verge of completion, he said, Qatar is still spending tens of billions of dollars on sporting, transport, and tourist infrastructure to ensure the country is ready in time for the massive influx of people during the mega sporting event.
Besides stadiums and other non-residential construction, he said, Qatar is also making a significant investment in the expansion of the country’s road and rail network, as well as other infrastructure.
“Qatar will continue to witnesses a lot of infrastructure projects in the future,”
he said.
He said that Qatar has also emerged as a big renovation and redevelopment market.
“Lots of renovations and redevelopment plans are going on in Qatar. This is such a huge market, which requires knowledge and expertise. This is where China Railway 18th Bureau Group fits in. This is one area that will give another fillip to the construction sector in the country,” he said.
“A lot of construction works supported by the government are going on in Qatar. These government-led projects and initiatives make Qatar different from other countries in the region. All these factors make Qatar’s construction sector well-positioned for growth and we want to be a part of this growth,” Jiang said.
“In the future, we will continue to maintain an atmosphere of open communication and remain committed to upholding trust and sincere cooperation with owners and contractors and assist Qatar’s government in advancing the ‘National Vision 2030’ plan.
