The National Human Rights Committee (NHRC), in cooperation with Qatar Red Crescent Society (QRCS), organised a two day training workshop at the NHRC headquarters.
A total of 16 employees from the two organisations participated in the workshop. They learnt how to prepare cooperation agreements and also learnt about the competences of the Committee and its role in promoting, protecting and respecting human rights.
The importance of coordination and cooperation among the various authorities in the country, especially the civil society institutions was highlighted.
Hamad Majid Al Marzouqi, Director of Administrative and Financial Affairs Department, National Human Rights Committee said in his opening remarks that he programme follows from the memorandum of understanding recently signed between the two sides. It will also pave the way for the implementation of joint activities by them in the near future.
He said that the training intended to equip the staff of both institutions with the required technical expertise, to build their capabilities and develop their skills. Participation therein will inevitably reflect positively on their work, experience and performance.
Al-Marzouqi said that both the NHRC and QRCS share common goals and objectives such as the protection of human dignity, at the national, regional and international levels. This will contribute to achieving Qatar Vision 2030 and implementing the state’s obligations under international human rights and humanitarian laws.
He said that the programme should be a model to demonstrate the importance of coordination and cooperation between the various institutions in the country that share common goals and areas of work.
Dr Rania Fouad, legal expert at NHRC conducted the training programme. The participants were briefed about definition of human rights, its multiple definitions, emergence and development.
They were also briefed on various models of memoranda of understanding and cooperation documents, natural sequence of articles or clauses, and how to prepare these documents.
The workshop also dealt with various terminologies used in various MoUs and agreements and their definitions like convention, treaty, charter, protocol.
It included an overview of the main human rights treaties such as the International Covenant on Civil and Political Rights, the International Covenant on Economic, Social and Cultural Rights, the Convention on the Elimination of Racial Discrimination, the Convention against Discrimination against Women, the Convention against Torture, the Convention on the Rights of the Child, the Convention on the Rights of Migrant Workers, the Convention on the Rights of Persons with Disabilities Disability and the International Convention for the Protection of All Persons from Enforced Disappearance.
All the participants in workshop were presented certificates of participation at the end of the programme along with material published by NHRC.
