Non-Qataris found engaged in real estate brokerage without the valid licence would be deported, Minister of Justice Dr. Hassan bin Lahdan al Mohannadi has confirmed.
He said the draft of the new real estate brokerage law prepared by the ministry and approved by the Council of Ministers, has been forwarded to the Shura Council for approval.
The minister made this statement during inspection visits to some of the ministry's offices and branches yesterday. He said the move comes as part of the government's efforts to boost services and strengthen legislation for the benefit of the nation and citizens.
Regulations for real estate brokerage have been clearly defined, including real estate auctions, real estate valuation and property management on behalf of third parties. As per the new law, the brokerage profession is to be limited to competent Qatari citizens who have completed the necessary training courses and cleared the required tests.
The minister said the draft bill was prepared after a committee studied the real estate market and identified the challenges facing the sector after thorough consultations with Qatari real estate owners as well as brokers. The bill, which is in the public's interest, also meets the aspirations of those engaged in real estate brokerage, he noted.
The draft law puts in place a system of accountability that safeguards the mortgage brokers in the event of violations of the terms. The new bill also puts curbs on random advertising of properties and clearly spells out the procedures for real estate offices. Also, if the real estate offices fulfill the basic criteria to carry out brokerage, they will be provided with access to the relevant data electronically.
Meanwhile, the minister said the opening of the new branch of the Justice Department at the headquarters of Al Arabi Club, and the expansion of the centers and branches outside Doha, follow the directives of the Emir His Highness Sheikh Tamim bin Hamad al Thani, to facilitate access to public services for citizens and residents, in cooperation with the Ministry of Administrative Development, Labour and Social Affairs, which oversees the government services complexes.
He said the new office of the Ministry of Justice at Arabi Club is a quantum leap in terms of the comprehensive services, documentation management, and the real estate registration services it offers.
He said the initiative comes within the framework of cooperation and partnership between the ministry and the government bodies and institutions to serve the development process and achieving the goals of Qatar Vision 2030.
