The ATA Carnet Committee, which includes Qatar Chamber, International Chamber of Commerce (ICC) and Qatar General Customs Authority, discussed with a delegation from the ICC (Asia) the implemention of the provisional cargo entry system (ATA Carnet) in Qatar before 2018.
The ATA Carnet system is an international customs document that allows the temporary import of goods for a period of one year without any fees or customs taxes.
The temporary entry card includes all goods, provided that they are re-exported and imported during the period approved by the relevant customs authorities, the Chamber said in a press release on Monday.
The system strengthens Qatar as a global investment destination, opening up trade horizons, facilitating movement of customised goods and equipment in and out of the country during exhibitions, conferences and seminars.
Abdul Aziz Saleh al Kuwari, Director of Qatar Chamber's Legal Affairs Department and Chairman of the committee on the provisional admission system for goods, said the Chamber would hold a two-day workshop for its employees and the General Customs Authority on the application of the ATA Carnet.
The workshop provides an overview of the system, how it is applied, and a number of procedures and mechanisms relating to entry and exit of goods under this system.
The workshop will help the business community to carry out business activities opening up the international markets.
Kuwari said one of the most important features of the system is to enable marketing representatives, participants in exhibitions and business travelers to carry out customs procedures at a predetermined cost, and visit several countries without delay in procedures.
It also facilitates customs procedures across borders and reduces the routine requirements, using a single document to complete all customs procedures in 78 countries applying the system.
Executive Director of ICC, Ju Sung Lee, said,"With Qatar joining the ATA Carnet system, it can temporarily introduce goods into important international events from and to 78 countries around the world."
ATA is like a passport to participate in international events, she added.
Qatar Chamber had announced earlier this year that it is the national guarantor for the implementation of the system. The Istanbul Convention on Temporary Admission requires a national guarantor to guarantee customs duties and rights if goods temporarily imported are not returned.
