Speaker of the Shura Council and Chairman of the Global Organisation of Parliamentarians Against Corruption (GOPAC) HE Ahmed bin Abdullah bin Zaid Al Mahmoud on Sunday inaugurated the General Secretariat office of the organisation in Qatar. The GOPAC plays an important role in the field of diminishing the phenomenon of corruption.
In the beginning of his speech at the opening ceremony, the Shura Council Speaker expressed his sincere appreciation to His Highness the Amir of State of Qatar Sheikh Tamim bin Hamad Al Thani for his support for the GOPAC and the initiatives taken by HH the Amir.
The initiative includes establishing Sheikh Tamim Bin Hamad Al Thani International Anti-Corruption Excellence Awards, which is given to distinguished people in this field each year in conjunction with the celebration of the International Anti-Corruption Day, held by the United Nations on December 9 of each year.
He pointed out that Qatar, under the leadership of HH the Amir, has attached great importance to combating corruption and is keen to support international efforts to enhance transparency. In addition it has taken steps to strengthen the institutional framework on integrity and transparency and prevent crimes affecting public money or public office.
The Shura Council speaker affirmed that Qatar is making a great effort to raise the role of this organisation to the highest levels.
He explained that a complete strategy for the goals to be achieved was approved by the Executive Committee.
He praised the great support of HH the Amir to the Global Organisation of Parliamentarians Against Corruption, and the role of His Highness in international efforts to combat corruption and taking additional steps to strengthen the institutional framework on integrity and transparency.
He valued the United Nations’ recognition of the great role that the organisation plays in combating corruption around the world, pointing to his invitation to deliver the official speech at the last emergency session of the United Nations General Assembly for the first time in its history, and this is a great appreciation and recognition of the organisation’s important role in combating this scourge.
He also expressed his gratitude for the continuous support from the brotherly Gulf and Arab countries for the work of the organisation, whether at the level of leaders or parliaments, citing the congratulations of Qatar at the Al-Ula Summit on his election as head of the world organisation.
He reviewed the history of the organisation’s establishment, its objectives, the reasons for its establishment, and how he was unanimously elected as its president at the 7th Conference of the Global Organization of Parliamentarians Against Corruption, and the moves he has taken since taking office.
He said the office of the General Secretariat of the Global Organization of Parliamentarians Against Corruption started its work with Qatari cadres and colleagues from different countries, noting that this number will increase in the future because, according to the organization’s strategy, there is a great deal of work in combating corruption and fighting it, which requires a double effort.
He said organising the opening ceremony of this office comes at an important time when parliamentarians must increase efforts to present creative initiatives and supervise the huge budgets allocated to combating COVID-19 and to stimulate the economy, and to ensure that monitoring exchange operations to contribute to serving the citizens and providing them with all means of decent living.
Furthermore, the parliamentarians all over the world have a great responsibility to play in preventing and combating corruption, as they are an essential part of the solution, he added.
Al Mahmoud also explained what the GOPAC has accomplished since his election as its president, foremost among which is the preparation of a complete strategy for the goals that are supposed to be achieved in a period of two years and approved by the executive committee of the organisation, explaining that heads of parliaments in the world continue the work to expand membership in the organization and establish new national and regional branches and help carry out its tasks.
He renewed the call of the international community to address the scourge of corruption and effectively implement its international commitments to combat it.
For his part, President of the Arab branch of the Global Organization of Parliamentarians Against Corruption HE Dr Nasser Jassim Al Sanea, extended his thanks to Qatar for hosting the office of the General Secretariat of the organization, and for providing all human, material and technological capabilities for the headquarters of this organization to carry out its activities and spread its message from Doha.
He also reviewed the role played by the organization in fighting corruption, by supporting legislation and parliamentary practices and educating and training parliamentarians on how to combat this scourge in an optimal way.
